HIGHER EDUCATION PROGRAM
Description: This program is for Delaware enrolled members that are interested in obtaining an undergraduate (Associates or Bachelors) degree from an accredited institution.
Deadlines: For the academic school year (fall-spring) — June 1st
Spring Semester — November 1st
Requirements:
  • Complete a Higher Education application along with supportive documentation.
  • Copy of Certificate Degree of Indian Blood (CDIB card)
  • Letter of intent.  This letter must be written by the applicant.
  • Letter of admission from the college.
  • College/High School transcript.
  • A completed financial need analysis. This form is in the application packet and it is to be completed by the financial aid office of the college they will attend. 
  • Max award per semester $1,250.  Check mailed to the school.

PELL INELIGIBLE INCENTIVE PROGRAM
Description: This program is for higher education students that are not eligible for federal aid such as a pell grant for attending a college/university.
Deadlines:

For the academic school year (fall-spring) — June 1st

Spring Semester — November 1st

Requirements:
  • Must be a full time student (12 credit hours).
  • Student must have applied for the Delaware Nation Higher Education Program.  Student is required to apply for this program each semester (fall and spring).
  • Max award for students per semester is $2,000.  Check mailed to the school.

COLLEGE FINANCIAL ASSISTANCE PROGRAM
Description: The program’s main focus is to offer financial support to a student needing transportation costs, books expenses, lab expense, food, or what is deemed necessary for the student to reach their academic goals.
Deadlines:  
Requirements:
  • Higher Education application must be complete, before CFA application is considered.
  • Student is required to submit an application each semester.
  • Student is required to carry 12 credit hours and maintain a 2.5 GPA per semester.
  • Max award per semester:  Freshman/Sophomore $1,000 per semester, Junior/Senior $2,000 per semester.  Check is mailed to the student.

LENAPE WISE PROGRAM
Description: This program is for students that are enrolled in college part time, summer semester or enrolled as a post graduate student.
Deadlines:

  • Student is required to maintain a 2.5 GPA per semester.
  • There is no deadline for this program.  Request that application be complete 30 days prior to start date.

ADULT VOCATIONAL PROGRAM
Description: This program is for Delaware enrolled members that need short-term training to obtain/enhance job skills or to acquire a General Education Diploma (GED).

  • Max award is $3,000 per year.  Check is mailed to the school.

DIRECT EMPLOYMENT
Description: The program provides a small stipend to enrolled Delaware Tribal members that have gained new employment.  The job must be full time position.  This is a onetime only assistance (stipend). Tribal members with dependants ($19 per day), tribal members without dependants ($16 per day).  The stipend is for gas and lunches for work until they receive their first full paycheck.

Requirements:
  • Complete an application along with supportive documentation.
  • Letter from new employer on their letterhead.  The letter must state (date of hire, hourly rate, if you are full/part time, when you will receive your first full paycheck and the job description).
  • If uniforms and/or special tools are needed for new position this program can assist up to $300.  Checks are made to vendor.
  • The stipend depends on the amount of days the tribal member works before he/she receives a full paycheck.

SECONDARY SCHOOL STUDENT INCENTIVE PROGRAM
Description: The Secondary School Student Incentive program is for enrolled Delaware children in the 5th-12th grades that meet the program criteria.
Deadlines: December 1st for fall semester and May 1st for spring semester.  August 31st cut-off date for late fall and spring requests for the whole academic school year.
Requirements:
  • An application must be complete.
  • A brief essay stating name, age, grade and that all original receipts will be returned back to the education department.
  • Receipts must be submitted each semester in order to qualify for the following semester. For ExampleIf fall receipts are not turned in, then the student will not be eligible for the spring semester.  Or, if spring receipts are not turned in then the student will not be eligible for the following fall semester.

TRIBAL ASSISTANCE PROGRAM
Description: The Tribal Assistance Program (former 10% Social Services program) is to provide assistance once a year to tribal members. This program operates on fiscal years (not calendar years). Fiscal years run October 1st to September 31st.  This program is on a first come first serve basis.  All checks are made to the vendor for utilities, glasses, hearing aids and denture assistance

Requirements:

All applicants must have a bill or invoice if you apply for UTILITIES, DENTURES, or GLASSES. If not your application will be placed on pending status.

Minors (under 18) cannot apply for utilities.

Our office cannot rush checks for utility cut off notices.

Services Provided:

ASSISTANCE: 

  • Clothing $75
  • Food $75
  • Utilities $150 Must attach utility bill.  No minors can apply for utility assistance

HEALTH: 

  • Glasses $200 for tribal citizens (0-59)

ELDER HEALTH ASSISTANCE: 

 All applicants must be 60 years old or more for the following benefits:  

  • Glasses $500 every year
  • Dentures $3,000 every 5 years. 
  • Hearing Aids $3,000 every 5 years.

CHILD CARE PROGRAM (CCDF)
Description: Provides day care financial assistance to enrolled Delaware children under the age of 13.  This program provides financial support to defray child care expense.
Deadlines:  None
Requirements:
  • Child(ren) must be or eligible to be enrolled with a federal recognized tribe
  • Parent(s) must be working, attending college or vocational training.
  • Child(ren) must be 0-12
  • Complete a Child Care application with supportive documentation.  
  • Must provide proof of employment or class schedule of school attending.
  • The parent(s) must select the child care provider.  The child care provider must be licensed by the state of Oklahoma.
Responsibilities:
  • The parent(s) is(are) responsible for completing and submitting an annual application to this office 
  • Abide by the day and hours as specified in the day care plan for my child(ren)
  • To sign my child(ren) attendance record every month
  • To never sign a blank attendance record
  • To make my co-payments on time to the child care provider
  • To make any payments to the care provider for days/hours over the agreed care plan
  • Parent/guardian MUST notify the Delaware Nation Child Care Coordinator of:
      • Change of facility or care provider
      • If child care services is no longer needed
      • Reasons for child not attending day care
      • Change of family income
      • Change in family size
      • Change of address and phone number
Required Documents:

  • Copy of CDIB’s and/or pending enrollment letter for each child and parent/guardian
  • Copy of the past month’s income to include paystubs, child support, alimony, or any other source of income

LOW INCOME HOME ENERGY ASSISTANCE PROGRAM (LIHEAP)
Description: This program is income based. The head of household must be enrolled Delaware. Funds are available on a first come first serve basis.
Deadlines:  None
Requirements:
  • Household cannot have received LIHEAP thru DHS or any other funding source that receives LIHEAP.
  • Complete a LIHEAP application with supportive documentation.
  • Income verification for household.
  • Copy of CDIB  and social security cards for everyone in the household
  • Copy of the current utility bill and bill must be in tribal member’s name.
Service Areas: Services are restricted to Caddo, Comanche, Grady, Canadian, Oklahoma, Cleveland, McClain, Pottawatomie and Tulsa counties in Oklahoma.

INDIAN CHILD WELFARE (ICW)
Description: The program primarily serves enrolled or eligible to be enrolled members that reside within the state of Oklahoma. This program only monitors out of state cases.
Deadlines:  None
Requirements:
  • Assists to prevent the breakup of Delaware enrolled children and families at risk.
  • Assists tribal families to find resources to retain children in the home.
  • Monitor state courts in child custody proceedings involving Delaware enrolled children.
  • Assist parents to carry out court ordered obligations and treatment plans.
  • Provides counseling for foster children in Delaware tribal custody.
  • Provides counseling services to abusive and neglectful parents

CHILDREN & FAMILY SERVICES  (CFSP)
Description: MISSION:  To enhance the quality of life for children, youth and families by utilizing educational tools to improve positive outcomes that is beneficial and effective for human development

  • Protect the rights of Delaware Nation children and families who fall under the purview of the Indian Child Welfare Act (ICWA).
  • To assist families those are involved through Indian Child Welfare and or Department of Human Services.

PROMOTING SAFE & STABLE FAMILIES  (PSSF)
Description: To protect and promote the safety, permanence and well-being of children by providing preventive services and treatment services for children in care.

  • Provide protective and preventive services, which will assist family members in achieving identified goals and outcomes from their court ordered treatment plans.

COMMUNITY SERVICES BLOCK GRANT PROGRAM (CSBG)
Description: To protect and promote the safety, permanence and well-being of children by providing preventive services and treatment services for children in care.
Deadlines:  None
Services Provided:

This small grant provides one elder activity and one youth activity once a year.  The CSBG provides the elders with a choice of:

  1. Turkeys and blankets on Thanksgiving or
  2. Hams on Christmas or
  3. Fans during the summer.

A survey is filled out by the Delaware elders once a year to give them a choice on the items they would like to receive for that year.  The CSBG gives these items on a first come first serve basis.

The youth activity is held usually the 1st or 2nd week in August during the American Indian Exposition in Anadarko, Oklahoma.  The American Indian Exposition is a six day event that is held (Monday-Saturday).   The Delaware Nation CSBG program purchases fair bracelets for enrolled Delaware children ages 3-12 years old that attend the American Indian Exposition carnival.  The bracelets are given on a first come first serve basis.

Burial Assistance Program
Description: Delaware Nation assists with burial expenses for tribal members. A maximum payment of $6,500 is authorized for burial assistance for deceased tribal members. The burial check will be made to the funeral home. Assistance is for burial expenses and/or marker or monument. The application for burial assistance must be received by tribal office within ninety (90) days of the member’s death. Please submit this application as soon as possible.
Deadlines: 90 days from date of death
Requirements:
  • Invoice of funeral home costs
  • Death Certificate (Family must request one for the tribe when making funeral arrangements)
  • $250 is allotted to the family for food. Some families feed after services. The next of kin on the application will receive the check.

Elder Assistance Program
Description:

High School College Graduation Assistance Program
Description: The High School & College Graduation Assistance Program will be available to High School & College Senior’s to help with the following options ONLY:
1. Senior Pictures up to $275
2. Graduation Announcements up to $75
3. Cap & Gown up to $50
4. Test Prep up to $100
Deadlines: 30-45 days prior to graduation date
Requirements:
  • Must be enrolled with the Delaware Nation
  • High School & College Senior must have at least a 2.5 overall GPA
  • High School Seniors must have no more than 5 unexcused absences in one semester
  • APPLICATION DEADLINE: 30-45 days prior to graduation date.
  • Applications will be reviewed for completeness and eligibility. Application approvals will be done in writing by the Delaware Nation Education Office.
  • All checks will be made payable and mailed to the vendor.

High School Student College Prep Program
Description:

The Delaware Nation High School Student College Prep Program will assist eligible Delaware Nation tribal citizens currently in high school (9-12 grade). This program will provide an opportunity for high school students with a 3.0 (or above) GPA to get a jump start on the college experience.

The program will cover college prep classes, college training, college summit, or college camp fees with the maximum award of $1,500.00 per student. All checks will be made to the college or university to cover the expenses for student.

If you fail to secure these documents listed below your application will be placed on pending status.

  • Completed H.S. Student College Prep Application.
  • Copy of current report card or high school transcript with GPA
  • Letter of intent written by applicant
  • A 300 word essay written by the student:
  • How old is the applicant and what grade?
  • What type of class, training, summit or camp the applicant will be attending?
  • What are the educational goals of the applicant?
  • How will this help prep for college?
  • Will this help obtain college credits?
  • If applicant is taking college courses while in high school the following will need to be submitted with application:
  • Tuition cost from the college/university for classes the applicant is enrolled.

Medical Assistance Program
Description: This program is for Delaware enrolled citizens that need assistance with purchasing durable medical equipment and/or prescriptions that is not covered by Medicare, private insurance or Indian Health Services. This program will be available to tribal citizens one time once a year. This program WILL NOT pay for medical bills.
Deadlines: None
Requirements:

The following documents must be submitted with this application. If you fail to submit these documents, your application will be placed on pending status.

  • Copy of CDIB card
  • Copy of prescription from the physician.
  • Statement from the physician, clinic or hospital explaining your injury and/or disability.
  • Proof of income
  • Proof of insurance or Medicare

ATTENTION: Applicants must have denial statements from insurance, Indian Health Services or other medical facility in order to receive services. Denial must state that prescribed medical equipment or prescriptions are not covered by insurance or Indian Health Services.
